The introduction of this research report states: Over the past hundred years, Turkey has undergone profound economic, political, and social transformations. Following the collapse of the Ottoman Empire and the establishment of the Republic, economic development and progress became primary goals of the government. Except for the weak growth during World War II, Turkey’s average economic growth rate has reached 5.6%. As a result of this economic growth, per capita income increased from 45 USD in 1923 to over 9,660 USD in 2021, transforming Turkey from one of the poorest countries a century ago into a high-income nation today.
This study aims to derive policy lessons from Turkey’s experience in reforming its planning system as well as its public financial management and budgeting system. Governance of these two systems is examined descriptively using a historical method and a systems approach, including their developments, structures, institutions, organizations, and responsibilities, based on documentary research.
It is worth noting that this research report was prepared and compiled by Rahim Taghizadeh with the collaboration of Mona Azimzadeh Kordlar under the scientific supervision of Mohammad Javad Mohseni-Nia, within the Research Group on Modern Systems of Planning, Budgeting, and Modeling, spanning 173 pages.
