This report provides an explanation and analysis of the 1404 national budget bill, the changes in macro tables, and the general principles and policies reflected in the provisions of the bill's notes (Tabarsi). Since the Planning and Budget Organization has integrated off-budget figures with the regular budget in the 1404 bill, in order to enable comparisons with previous years, this report attempts to separate these figures and analyze their trends across different scenarios, including the total budget, off-budget amounts, and the conventional budget.

It is noteworthy that this report was prepared and compiled by the Research Group on New Planning, Budgeting, and Modeling Systems, authored by Younes Teimouri, with scientific consultation from Dr. Gholamreza Gerayinejad, and supervised by Mohammad Javad Mohseninia, in 42 pages.
