The managerial summary of this report states: This study aims to provide actionable suggestions to managers, officials, and relevant stakeholders by examining the experiences of renowned think tanks worldwide, as well as the key indicators considered by global ranking systems for positioning Iran’s research centers—primarily think tanks—at a world-class standard.

Moreover, the report recommends formulating a strategic plan for think tanks based on the identified strategies related to five critical performance growth areas necessary for their elevation to global class. Each identified strategy can be adapted according to the mission, vision, values, and situational analysis of the think tanks across these five functional domains.
